Rental affordability for people on low or fixed incomes is falling.
The Anglicare report found Mildura is one of the most affordable areas by proportion and number of homes available for those on income support or a pension.
However less than 12 per cent of listings were considered affordable and appropriate in the region, while the figure is higher in Swan Hill at 50 per cent.
